In 1989 Parma City Council decided to provide a network of car parks serving the city centre both for the personal and exclusive use of residents and for the regular use of the general public.
GESPAR prepared a financial scheme which, without requiring public resources, enabled the construction of about 2,000 parking spaces in four different parts of the city over the following two and a half years.
The concessionaire constructed underground car parks in these areas and then transferred about half the parking spaces to residents of the city centre, while directly managing the remaining half for the regular use of the general public.
The concessionaire will recover its investment over time through the part transfer of parking spaces to private individuals and the direct management of the rest for the use of the general public. At the end of the ninety-year period of the concession, the concessionaire will transfer without charge all the car parks (including the private spaces) to the ownership of the city council
The concessionaire has the duty to take proper care of the car parks and maintain them in perfect working order for the whole period of the concession
